Joseph D. Castellucci, Jr.

Joseph D. Castellucci, Jr. is a Partner in our Rochelle Park office. He has extensive experience in all areas of education law, regulatory law, and public governance, including litigation in all subject matters affecting the order and operation of boards of education.  Joe regularly and successfully represents school boards before the New Jersey Office of Administrative Law, State and Federal Court, the New Jersey Commissioner of Education, the Public Employment Relations Commission, the Government Records Counsel, the New Jersey Division on Civil Rights, and the U.S. Department of Education, Office for Civil Rights.

Joe started his career in education as a high school English teacher, and has dedicated his professional life to the improvement of the public education system. Throughout his legal career he has represented numerous public school boards of education, as well as charter schools and State colleges.  Joe handles all matters for school board clients including labor and employment, student rights, civil rights, public contracting, special education/due process, legal compliance, HIB, FERPA, OPRA, OPMA and all related litigation.

Joe routinely works closely with the Firm’s clients to come up with creative solutions to the significant challenges educators face today, while at the same time ensuring they remain in compliance with the governing laws. Joe’s guidance and counsel is sought out by school boards all across New Jersey specifically because his background as a public school educator gives him a unique understanding of the daily challenges and issues educators face.  At the same time, Joe is keenly aware and always keeps in mind how the acts and decisions of school boards affect the most valuable resource any school district has – its students.

During law school, Joe gained valuable experience in the Administrative courts where he served as a special education intern at the New Jersey Office of Administrative Law.  He assisted Administrative Law Judges with issues arising in special education due process hearings involving students with disabilities.  Subsequent to law school, Joe served as a law clerk for the same tribunal where he addressed issues arising in the context of numerous areas of regulatory law including public education, civil rights, civil service, environmental regulation, and the New Jersey Department of Community Affairs, among others.
